Sadly I can see the reasoning being valid for this - building a large staircase with 15 people working around the clock to federal standards within a couple days might cost a little more than the run-of-the-mill staircase.
I am disappointed to not see a photo of said staircase.

there was a photo in the physical paper on sunday. and nobody at any level seems to think it's not justified, sadly indeed. that said, it still doesn't pass my sniff test.

don't forget union pay scales with time and 1/2 or double time on weekends. Davis Bacon act and all that. No undocumenteds working for 6 dollar cash on a high profile thang like this.
